Reconstruction of Kyiv region: dashboard for monitoring expenditures presented in Bucha

The presentation of the dashboard for monitoring the expenditures for the reconstruction of Kyiv region took place in Bucha.

The Center for Fiscal Policy Research, together with the Kyiv Regional Military Administration, presented an interactive map that will allow tracking the costs of restoring Kyiv region after the full-scale Russian invasion on February 24, 2022.

“Even if we have problems, we are completely open. If a person has any comments, he or she can file a complaint with law enforcement agencies, and we, together with contractors and technical supervision, will report to law enforcement agencies on what happened. I believe that if we are transparent and show everything as it is, people will start to trust us more,” said Ruslan Kravchenko, head of Kyiv DDA.

The dashboard reflects the state budget expenditures for the restoration of facilities destroyed or damaged as a result of Russia’s attacks from February 24, 2022, to August 31, 2023.

The main tool is an interactive map. It provides information on funding for the reconstruction of damaged facilities at the level of a district, community or settlement.

For each reconstruction object, in addition to a mark on the map, information is available on: address, fund manager (who pays for the work), fund recipient (who carries out the work), budget program under which funding is provided, amount of funds (actually paid, because the contract for financing the object may be for a larger amount that has not yet been paid), type of object.

In addition to selecting territories, the dashboard allows you to filter data by year and type of facility (housing, healthcare, education, etc.).

The tool also shows the total number of objects and total amounts, which companies receive the most money for reconstruction, and who orders reconstruction the most.

This will help journalists, activists, civil servants and all interested professionals to find information about reconstruction and how the funds are used. The map currently shows information only about the Kyiv region, but it is planned to expand it to the whole of Ukraine in the future.

The data for the dashboard is taken from payments and is available on the unified portal for the use of public funds.

The dashboard was created within the framework of the project “Emergency Support to Civil Society and Media in Response to the War in Ukraine” with the assistance of the European Union and with the support of the International Renaissance Foundation.
