In early August, the IER and the Warsaw Enterprise Institute released a joint report ‘Ukraine’s Path to the European Union. Polish Experience. Energy Sector’. The document contains:
- overview of the current state of the Polish and Ukrainian energy sector,
- overview of the legal and organisational framework for the development of the energy sector in Poland and Ukraine, as well as in the EU
- Challenges facing the Ukrainian energy sector upon accession to the EU
- experience of Polish companies related to EU accession and membership, which may be useful for Ukraine and Ukrainian entrepreneurs
- recommendations for Ukraine and Ukrainian energy companies on joining the EU, etc.
For example, the report recommends that Poland and Ukraine conduct joint research initiatives in the field of new technologies for energy production, storage, and network management, using EU funds for cross-border projects and technological innovation.
Ukraine, in particular, should
- accelerate its green transformation by implementing a comprehensive National Energy and Climate Plan (NECP) aligned with the Energy Community’s 2030 goals,
- harmonise its energy legislation with EU standards,
- invest in the modernisation of nuclear power units, etc.
- This report is a part of the joint project of the IER and the Warsaw Institute of Entrepreneurship ‘Ukraine’s Path to the European Union. Polish Experience’, which started in early 2024.
The key elements of the project are expert seminars and sectoral reports. Within this project, the two organisations focus on sensitive sectors of the economy that can pose significant challenges as potential areas of competition and disputes between Polish and Ukrainian entrepreneurs, but also provide an opportunity to discuss cooperation between the two economies. Within the project, these sectors are:
- energy
- food and agriculture;
- road transport;
- pharmaceuticals
- construction and building materials;
- woodworking and furniture industry.
