The Anti–Corruption Policy of Ukraine has not been properly drafted and hence, it does not meet the demands of the society, as evidenced, in particular, by the fact that the major political players’ political will to fight corruption is either extremely weak, or not existent. The same concerns the Anti–Corruption Strategy and the Government Action Plan to implement the Anti-Corruption Program in 2019 and in future years.
Such a conclusion was made by the authors of the alternative report on the assessment of the state anti-corruption policy implementation, presented on February 26, 2019. In the study, which covered mainly the period of 2017–2018, four areas were addressed: an anti-corruption policy, corruption prevention, criminalization of corruption and law enforcement activity, and international cooperation. The report authors and contributors were community experts, who have long been specializing in corruption prevention: O.Kalitenko, D.Kalmykov, I.Koliushko, O.Lemenov, B.Malyshev, A.Marchuk, R.Sivers, B.Tymoshchuk, and M.Khavronyuk.
On the other hand, the authors of the report investigated the participation of civil society and business in the development and monitoring of the anti-corruption policy implementation. Their help and willingness to cooperate are often ignored by the special institutions authorized to implement the anti-corruption policy.
