Experts are urging parliament to adopt a version of Draft Law No. 2450 “On the organization and conduct of peaceful activities” that takes into account public proposals. This was the key message delivered at the roundtable “What Kind of Law on Peaceful Assembly Does Ukraine Need?” held on September 17 in Kyiv. The event was organized by the Ukrainian Center for Independent Political Research with the support of the OSCE Office for Democratic Institutions and Human Rights and the International Renaissance Foundation Rule of Law Program.
The experts believe that in general draft law №2450 complies with European standards and can significantly improve the protection of the right to peaceful assembly.
Ukrainian human rights activists have developed a set of proposed amendments to the bill. They want the required advance notice to be in calendar days or hours rather than work days, as the provision currently states. They are also urging legislators to review the list of places where peaceful gatherings are banned.
The participants also prepared an appeal calling for a draft law that would abolish administrative arrest for participation in rallies and strengthen judicial procedures to protect the right to peaceful assembly. They are asking that these bills be adopted simultaneously, after all proposals are taken into account and versions of both documents are agreed.
